Rutherford Cross is delighted to be partnering with Scottish Futures Trust (SFT) to appoint a Finance Manager (Part-Time) to sit within the Infrastructure Finance and Programmes team. Scottish Futures Trust (SFT) is an infrastructure centre of expertise owned by the Scottish Government.

Working with numerous public and private sector partners across our many programmes, it:

  • Plans future infrastructure investment
  • Innovates to secure new ways to fund essential infrastructure
  • Improves the management of existing properties
  • Delivers important infrastructure programmes

The Opportunity

The Finance Manager will provide financial support on established and emerging infrastructure programmes such as hub and NPD, as well as monitoring the investments held by Scottish Futures Trust Investments.

The hub programme is based on a partnership between the public and private sectors to deliver new community facilities that are built by five hub companies spread across Scotland, themselves joint ventures between the public and private sectors.

SFT led the Non-Profit Distributing (NPD) programme to deliver 10 major infrastructure projects in the transport, health and education sectors, most of which have now completed construction and commenced operations.

The role holder will have the ability to work collaboratively with and influence people by developing long-term relationships by understanding the core aims of SFT, getting to know stakeholders and earning their trust and respect. The role will require someone who can produce high-quality deliverables at pace, especially for senior executive audiences including parliamentary committees and Scottish Government stakeholders. The role will also require the demonstration of extensive experience in developing and implementing long-term goals and objectives to achieve the successful outcome of SFT’s various objectives and initiatives, which rely on the high quality of the information being delivered.

 

The Role

The Finance Manager will be responsible for consolidating, analysing, and reporting on financial information to support established infrastructure programmes, hub and NPD, as well as the emerging Mutual Investment Model programme and the investments held by Scottish Futures Trust Investments.

Principal Responsibilities

  • Responsible for updating existing affordability models for hub and Non Profit Distribution programmes to ensure the consistency of Scottish Government reporting.
  • Develop new affordability models for the emerging Mutual Investment Model and revenue funded schools programme and keep them updated to drive key reporting requirements.
  • Deal with ad hoc queries from Scottish Government Infrastructure and Investment Division in conjunction with SG managed bi-annual update for Public Audit and Post Legislative Scrutiny Committee. (PAPLS)
  • Provide ad hoc support to draft responses for Parliamentary Questions in hub / NPD.
  • Provide support for briefing materials for committees such as PAPLS and Fair Work and Economy Committee.
  • Responsible for tracking investment performance (from operational models), forecasting income due to SFTi, carrying value of investments including the fair value calculations and any impairments to ensure the quality of management information.
  • Reporting into the financial controller responsible for updating and checking the budget as required and budget reports.
  • Provide financial support to secretariat for new governance forum for the Mutual Investment Model programme to enable decision making.
  • Development of tracking process and supporting tool to monitor community and wider benefits across financed delivery programme in order to report to government and Parliament on these important metrics.

 

The Individual

The Finance Manager position incorporates a blend of financial modelling and stakeholder management, requiring a high calibre individual who is strong interpersonally, well organised, detail conscious and possesses excellent technical skills. A background in infrastructure would be useful, but more important is that the individual is analytical, innovative and eager to contribute.

Knowledge, Skills & Experience:

  • Degree or equivalent relevant experience
  • Qualified Accountant or equivalent demonstrable experience
  • Experience of managing key stakeholder relationships
  • A good understanding of project finance
  • Self-motivated with a strong ability to prioritise tasks and actions.
  • Experience of interpreting and manipulating complex financial models

Desirable:

  • Public sector experience
  • Construction or infrastructure sector experience
  • Financial investment experience
