Rutherford Cross launches retained search for a Customs Service Manager on behalf of Forth Ports.

The Customs Service Manager will be involved in the management of the completion of assorted HMRC Customs & Excise declarations and ensuring the business is legally compliant with such regulations for customs declarations services provided to the ports’ customers.

Primary Responsibilities

  •  You will drive forward the ports’ customs service offering to its port customers to win new business and grow ports current customs service offering which includes CFSP, Customs Warehousing, full declarations and delayed declarations
  • Assess IT and software requirements to grow business beyond current capabilities and identify future resourcing needs to support
  • Determine relevant proposed fee levels for new customs service contracts based on customer information provided
  • Assess timelines for data receipt and vessel arrivals to assess resourcing requirement and train relevant staff to support
  • Deal with all relevant documentation to allow port to act on behalf of new port customers i.e. manage ports CFSP authorization, legal agreements covering customs service offering, DAN authorisations/impact
  • Ensure relevant Customs & Excise HMRC returns are met and declarations undertaken timeously to allow goods to flow across border
  • Review customer provided HC codes and consider any additional filing implications/requirements
  • Provide Customs & Excise training to supporting staff to undertake all relevant declarations and to wider internal colleagues
  • Identify opportunities, define solutions and create a clear action plan
  • Generate new ideas to support the most efficient operation of customs service solution provided to customers
  • Assist in assessing new requirements from a port operational perspective in respect of customs obligations and advising impact/requirements to ensure continued compliance going forward supporting the Group’s current AEO status
  • Develop and review documented procedures and training material for use by in-house staff
  • Develop talent, providing training to improve knowledge, skills and competencies
  • Keep abreast of changes in legislation
  • Be proactive, plan ahead, anticipate and manage risks
  • Work through issues as they evolve with pace
  • Build effective and collaborative relationships with port customers and networks, both internal and external
  • Respond to technical queries from internal and external business partners
  • Support with the development, design and implementation of internal controls
  • Be proactive in managing your personal development

 Supporting Responsibilities

  • Occasional travel to Tilbury will be required

The ideal candidate will have a customs background in a related industry, with strong understanding of new Brexit processes.

  •  2:1 Degree, equivalent or above
  • Level 3 certificate in Customs Compliance or experience as detailed below
  • Considerable relevant industry Customs Experience
  • Experience working with customs data, declarations and knowledge of customs legislation
  • Experience in a busy, deadline driven environment
  • Highly focused and accurate with a meticulous eye for detail
  • Great team player who works collaboratively with a variety of stakeholders
  • Excellent verbal, written communication and administration skills
  • Confident using Microsoft Offices packages (incl. Excel)
